THE APPROACHED PROBLEM:
The Provincial Council has symmetrical Internet access which is fully guaranteed. It also has a great number of remote offices that access the Provincial Council’s servers through the Internet. Additionally, the e-mail servers as well as the Provincial Council’s institutional portal server are located in the demilitarized area. The great request for all these services was exceeding the answering capacity of the server during peak usage and the desired output of the Internet access line was not brought about. That is why increase in contracted volume was formulated.

SOLUTION:
S3P Technology together with OQOTECH have satisfactorily implemented OQOFLOW bandwidth manager and on this way they have both given access priorities to certain critical services and guaranteed resources access to internal or remote offices users as well to citizens accessing the institutional portal
